Attention to foreigners planning to visit Ukraine!

Due to resolution of the Cabinet of Ministers of Ukraine as of July 28, 2021 № 787 amended the resolution of the Cabinet of Ministers of Ukraine as of December 9, 2020 № 1236. 

The resolution changed the requirements for self-isolation (observation) following entering Ukraine and crossing checkpoints of entry into the temporarily occupied territories in Donetsk and Luhansk regions, the Autonomous Republic of Crimea and Sevastopol and departure from them (hereinafter CCTOT).

Thus, due to the mentioned amendments from 5.08.2021 persons entering Ukraine are subject to self-isolation.

This requirement will not apply to the following categories of foreign travelers:

1) persons under 18 years of age;

2) citizens of Ukraine who went abroad before August 4, 2021;

3) heads and members of official delegations of foreign states, employees of international organizations, as well as persons accompanying them and entering Ukraine at the invitation of the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, the Ministry of Foreign Affairs;

4) employees of diplomatic missions and consular posts of foreign states, missions of official international missions, organizations accredited in Ukraine, and members of their families;

5) persons arriving to participate in official sports competitions held on the territory of Ukraine and persons accompanying them;

6) persons who come to participate in cultural events held on the territory of Ukraine, at the invitation of the cultural institution and their accompanying persons;

7) servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training of units of the Armed Forces or arrive at the invitation of the Ministry of Defense;

8) experts from the border agencies of the European Union, who arrive in the framework of joint operations with the European Border and Coast Guard Agency Frontex;

9) members of official governmental and other delegations of Ukraine who return to Ukraine after short-term business trips abroad to participate in international consultations, negotiations, conferences, sessions of bodies of international organizations, meetings of intergovernmental commissions, other joint intergovernmental bodies;

10) participants in external independent assessment, persons who intend to enter educational institutions, including courses (departments) in preparation for admission to state higher education institutions, applicants studying in educational institutions located in Ukraine, and also parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by parents (adoptive parents), guardians, trustees or other legal representatives accompanying such persons;

11) drivers and crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft and ships, river vessels, members of train and locomotive crews;

12) persons carrying out transportation of hematopoietic stem cells for transplantation;

13) persons who have a document confirming receipt of a full course of vaccination, or an international, domestic certificate or a foreign certificate confirming receipt of a full course of vaccination from COVID-19.

A person who is subject to self-isolation is obliged to install and activate the mobile application of the electronic service "Vdoma" of the Ukrainian State Web Portal of electronic services. If it is impossible to install such a mobile application, the person is subject to observation. Officials of the State Border Guard Service check the installation and activation of a mobile application when they cross the state border or CCTOT.

It is prohibited for foreigners and stateless persons who are subject to self-isolation to cross the state border without an installed and activated mobile application. In case of failure to install a mobile application, refusal to install it, the authorized official of the state border protection unit will deny a foreign traveler to cross the state border in accordance with Article 14 of the Law of Ukraine "On Border Control".

The term of self-isolation of persons crossing the state border to enter Ukraine or CCTOT is:

10 days (except for persons who arrived from the Russian Federation, the Republic of India and have been on their territory for more than 7 days in the last 14 days) and begins 72 hours after crossing the state border or CCTOT. Self-isolation, observation of a person can be terminated in case of a negative result of testing for COVID-19 by polymerase chain reaction or rapid test for coronavirus antigen SARS-CoV-2, conducted after crossing the state border or CCTOT;

14 days for persons who arrived from the Russian Federation, the Republic of India and stayed in their territory for more than 7 days during the last 14 days. The self-isolation period starts from the moment of crossing the state border or CCTOT and cannot be terminated in case of a negative result of testing for COVID-19 by polymerase chain reaction or rapid test for coronavirus antigen SARS-CoV-2, which was carried out after crossing the state border.

Those entering Ukraine from the temporarily occupied territories in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol (CCTOT) are subject to self-isolation.

This requirement will not apply to the following categories of travelers:

1) citizens of Ukraine who present a document issued in the manner prescribed by the Ministry of Health, confirming receipt of one dose of the vaccine from COVID-19, included by the World Health Organization in the list of permitted for use in emergencies;

2) persons under 18 years of age;

3) employees of representative offices of official international missions, organizations accredited in Ukraine;

4) participants of external independent evaluation;

5) persons who intend to enter educational institutions, including courses (departments) in preparation for admission to state higher education institutions located in the territory where public authorities exercise their powers in full;

6) applicants who study in educational institutions located in the territory where public authorities exercise their powers in full;

7) one of the parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by one of the parents (adoptive parents), guardians, trustees or other legal representatives accompanying the persons specified in paragraphs. 4) - 6) above;

8) citizens of Ukraine who wish to be vaccinated against COVID-19 in the territory where public authorities exercise their powers in full, subject to the presentation of an invitation to vaccination with a unique identifier;

9) persons who have a document confirming receipt of a full course of vaccination or an international, domestic certificate or a foreign certificate confirming receipt of a full course of vaccination from COVID-19;

10) citizens of Ukraine who have a document issued in the manner prescribed by the Ministry of Health, confirming receipt of one dose of vaccine from COVID-19, included by the World Health Organization in the list of permitted for use in emergencies.

 


Attention to foreigners planning to visit Ukraine!

Due to resolution of the Cabinet of Ministers of Ukraine as of June 2, 2021 № 583 amended the resolution of the Cabinet of Ministers of Ukraine as of December 9, 2020 № 1236. 

Thus, due to the mentioned amendments from 17.06.2021 the following procedure for entry of persons into Ukraine has been established.

Entry into Ukraine of foreigners and stateless persons is allowed if foreign travelers provide:

  • Valid insurance certificate issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with a partner insurance company in Ukraine (assistance) which covers costs related to COVID-19 treatment, observation, and valid for the period of stay in Ukraine.
  • One of the following documents (except children before 12):
  • negative result of testing for COVID-19 by polymerase chain reaction or negative result of rapid testing for coronavirus antigen SARS-CoV-2, which was conducted no more than 72 hours before crossing the state border;
  • obtaining a full course of vaccination from COVID-19 with vaccines included in the WHO in the list of permitted for use in emergencies, issued in accordance with the International Health Regulations (2005) or in accordance with international agreements concluded by Ukraine on reciprocal recognition of vaccination documents.

In case of absence of insurance certificate and a negative test result for COVID-19 or a document confirming receipt of the full course of vaccination, foreigners and stateless persons will be denied to enter Ukraine.

Above mentioned requirements do not apply to the following categories of foreigners and stateless persons:

  • Foreigners, stateless persons permanently residing on the territory of Ukraine and persons recognized as refugees, or persons in need of additional protection;
  • Employees of diplomatic missions and consular posts of foreign states, missions of official international missions, organizations accredited in Ukraine, and members of their families;
  • Drivers and crew members of freight transport activities, buses engaged in regular, irregular and pendulum transportation, members of air and sea crews, river vessels, members of train and locomotive crews;
  • Servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training activities of units of the Ukrainian Armed Forces.

The procedure for crossing and exiting the checkpoints of entry into the temporarily occupied territories in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol (CPVV) has been clarified:

Crossing of checkpoints by foreigners and stateless persons is carried out in accordance with the established procedure without the need for self-isolation on the basis of an valid insurance certificate issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or contractual relations with insurance company - a partner in Ukraine (assistance) which covers the costs associated with the treatment of COVID-19, and is valid for the period of stay in Ukraine.

At the same time, the following categories of foreigners and stateless persons are exempted from the requirement to provide the specified policy (certificate, certificate) for the purposes of crossing the checkpoints:

  • Foreigners, stateless persons permanently residing on the territory of Ukraine;
  • Employees of representative offices of official international missions, organizations accredited in Ukraine.

Attention to foreigners planning to visit Ukraine!

Due to resolution of the Cabinet of Ministers of Ukraine as of June 2, 2021 № 583 amended the resolution of the Cabinet of Ministers of Ukraine as of December 9, 2020 № 1236.

Thus, due to the mentioned amendments the Government expanded the list of documents for foreigners and stateless persons that allow to cross Ukrainian border during the quarantine period.

Starting from June 9, 2021, entry into Ukraine of foreigners and stateless persons is allowed with an insurance certificate issued by an insurance company registered in Ukraine or a foreign insurance company with a representative office in Ukraine or a contractual relationship with an insurance company-partner in the territory Ukraine (assistance), which covers the costs associated with the treatment of COVID-19, observation, and valid for the period of stay in Ukraine, as well as one of the following documents issued in English or with an English translation:

  • negative result of testing for COVID-19 by polymerase chain reaction or rapid test for coronavirus antigen SARS-CoV-2, which was conducted no more than 72 hours before crossing the state border;
  • document confirming receipt of a full course of vaccination from COVID-19 with vaccines included in the WHO list of permitted for use in emergencies.

In case of absence of the insurance certificate and/or a negative test result for COVID-19 (a document confirming receipt of the full vaccination course), foreigners and stateless persons will be denied entry to Ukraine to enter the state border.


Attention to foreigners planning to visit Ukraine!

As a result of the outbreak of the coronavirus, some changes have been made in operating processes at border crossing points to Ukraine.

Due to resolution of the Cabinet of Ministers of Ukraine as of April 7, 2021 № 310 amended the resolution of the Cabinet of Ministers of Ukraine as of December 9, 2020 № 1236.


Thus, due to the mentioned amendments children of foreigners/ stateless persons under 12 years of age are exempted from the requirement to provide a negative PCR test for COVID-19 for entry to Ukraine. All foreign citizens are obliged to have a policy (certificate) of insurance issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company - a partner on the territory of Ukraine (assistance), and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.

The resolution has also clarified the requirements for self-isolation of persons who cross the state border. Citizens of Ukraine, foreigners and stateless persons permanently residing on the territory of Ukraine who cross the state border are subject to self-isolation, except:

1) children under 12 years of age; 

2) drivers and crew members of freight vehicles, buses engaged in regular, irregular and pendulum transportation, crew members of aircraft and ships, river vessels, members of train and locomotive crews;

3) persons carrying hematopoietic stem cells for transplantation;

4) persons who have a negative result of testing for COVID-19 by polymerase chain reaction, which was conducted no more than 72 hours before crossing the state border.

Self-isolation, observation of a person is to be terminated in case of a negative PCR test on COVID-19, conducted after entering Ukraine.




Attention to foreigners planning to visit Ukraine!

Thus, from March 24, 2021, all foreign citizens, without exception, regardless of the country of arrival to enter Ukraine must have a policy (certificate) of insurance issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company - a partner on the territory of Ukraine (assistance), and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine. Along with insurance certificate foreign citizens obliged to present a negative result of testing for COVID-19 by polymerase chain reaction that was done no more than 72 hours before crossing the state border. In case of absence of a test and/or insurance policy the border crossing for entry to Ukraine will be denied.

Abovementioned requirements for providing a policy (certificate, certificate) of insurance and / or a negative PCR test result on COVID-19 do not apply to the following groups of foreigners and stateless persons:


1) foreigners, stateless persons permanently residing on the territory of Ukraine;

2) persons recognized as refugees or persons in need of additional protection;

3) employees of diplomatic missions and consular posts of foreign states accredited in Ukraine, representational office of official international missions, organizations, and members of their families;

4) drivers and crew members of freight vehicles, buses engaged in regular, irregular and pendulum transportation, crew members of aircraft and ships, river vessels, members of train and locomotive crews;

5) servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training activities of units of the Armed Forces of Ukraine.

Order of entering Ukraine from the temporarily occupied territories of Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea

It is also stipulated that persons arriving to Ukraine from the temporarily occupied territories of Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol are subject to self-isolation, except following categories (unless there is reason to believe that they were in contact with a COVID-19 patient):

  • persons under 12 years of age;
  • employees of representative offices of official international missions, organizations accredited in Ukraine;
  • persons who intend to enter educational institutions located in the territory where public authorities fully exercise their powers, as well as one of the parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by one of the parents ( adoptive parents), guardians, trustees or other legal representatives accompanying such persons;
  • applicants studying in educational institutions located in the territory where public authorities fully exercise their powers, as well as one of the parents (adoptive parents), guardians, trustees, other legal representatives or other persons authorized by one of the parents (adoptive parents), guardians, trustees or other legal representatives accompanying such persons;
  • citizens of Ukraine who wish to be vaccinated against COVID-19 in the territory where public authorities fully exercise their powers. In case of presentation an invitation to vaccination with a unique identifier.

Persons who are subject to self-isolation obliged to install and activate the mobile application of the "Home" system. If it is impossible to install the application, such persons are subject to observation.
